Those strips tie the bed wood together and the bed wood strips dictate where they sit. On mine I set a couple of bed wood strips on top of the cross supports to get them placed. As I loosely assemble the bed wood they found there place. Sometimes they sit on the frame and sometimes they are above.

The short one goes in front of the rear wheels, connects to the front of the wheel well and not to the frame.

Re: Placement of short bed reinforcing strip 63 SB Fleet
The long ones will connect the bed sides forward and aft the wheel well. I can't find a picture but if you could place a bed side on its cross supports, the ones that anchor it to the frame you begin to see how the frame comes up close underneath to the bed/wood bottom. As cyde65 said the short ones will reach between the inner wheel wells for support and the long ones will reach to the bedsides to help support the wood. I assembled my bed on a stand so I could reach all the strip and support bolts easier. Those thin supports will only fit above the frame in that shallow area forward and aft of the area where the rear end is placed under the bed. The holes along the bedsides dictate all the cross support locations. I hope someone can jump in here with an illustration from a assy manual.
