Horn issue after installing new wheel & horn button

So I finally got around to installing my new steering wheel & horn button. I tried out the horn and it sounds like a sick cow. I also noticed that it seems to be drawing on the meter lights, much like it does when you have a draining battery when you try to turn the key.
What am I missing? I followed the paper instructions along with a video on youtube so I wouldn't miss any steps. I'm hoping that someone who have done this same steering wheel swap can point me in the right direction.

If your sure the wiring is good & ground @ the wheel. Then test the horn's.
if it still sound like a cow the horn is sick. You have to fix( tear them apart clean them replace gasket screw them or rivet them back together) or replace them. Cow sound short in the horn most times 80% time or 20% time in the rad support ground. No sound horn rusted out or rad support ground, horn button, fuse or relay. Check for good contacts!!.

Talking to my brother, he is saying the same. I will tear it back apart Sunday and see what I can find that is causing the cow(horn) to be sick. The paper instructions nor the video had me put the horn pin back in, just the spring. I wonder if this isn't the problem.

Any other suggestions, pics and or videos that someone may have, will be appreciated.

I believe my problem lies within the horn button on the steering wheel. My horns worked fine until I did the new steering wheel and new horn button. I do need to check on my contacts under the wheel again.

Ok then you will have to wait to you pop off the horn button to check.
Some time you might have to run a jumper wire from the new wheel to the column to get a good ground.

Got it, it was the battery, low voltage. Noticed that the under dash lights were not on, but my dome light was on. And since the meter lights were acting like they do when your battery is about to die, then I decided to hook up the battery tender. After a few hours, I went back and tried it again. The horn is fine!!
