E Brake Cable help

So I dug into my rear brakes over the weekend on my K20. It seems one of the previous owners decided to change out just the right rear brakes and not the left. Lefts were down to metal, rights were full off grease. They greased the bearings, packed the hub and used a grease seal which didn't hold up once the oil got to it. Anyway the e brake cables were mounted differently on both sides. On the right, the cable mounting flange was split around the backing plate with the inner flange on the inside and the outer flange on the outside. On the left both mounting flanges were mounted on the outside of the backing plate. What is the right way?

The other issue is these cables once mounted are harder than hell to operate almost like they're in a bind somehow. The old rusted up ones still move easy but these need brute strength to move even when not hooked up to the pivot arm. I'm worried that my e brake is going to hang up the first time I use it. Any help would be great thanks.

Probably best to start over from scratch and with a diagram of what's 'supposed" to be there.
