wiper problems
1990 chevy crew cab I at one point swapped steering column for tilt column, wiper delay has never worked since ive owned it, ive switched delay module units and motor from another vehicle still nothing. wipers have manual trip and low and high all work but no delay. what is wrong and what can i do to test it. Iv tested the connectors at the motor and they have power. Main question is what connectors on the motor actually power it and.

WINDSHIELD WIPER DELAY CIRCUIT The wiper delay control circuit is an option on R/V and P models. This option allows the wiper to operate at a slower rate than the low speed setting on the standard control. The delay module is inserted into the harness under the steering column (figure 5). For delay circuit diagnosis, refer to figure 14.
Cant cut the diagrams out of the manual but there is a module strapped to the column bracket on the left side. The trouble shooting diagram says if all the other functions but delay work, check module connections, if they are ok check resistance on steering harness connector BRN to BRN 0-50 min 500k max. Resistance ok replace module, resistance not ok replace wiper switch.

is there any way to test if there is power being delayed at the motor? at like the connectors at the motor.

No ... power isn't delayed at the motor. Instead, the motor has a constant power feed (live whenever the ignition is on). The switch (and delay module) are on the ground side of the circuit. They complete the connection to ground to run the motor or open up the connection to stop the motor.

The wiper motor has ignition power at all times. The delay is a pulsed ground. You could watch the signal on the LO wire with a scope. That's not going to tell you much when nothing is happening.
Or you could do it the easy way like the service manual outlines... I would unplug the column connector and test the resistance of the potentiometer in the column switch.
