Try an adapter flange
John if you have a good panel from a steel floor bed consider using one of Mar-K's adapter flange. There part # is 100625, $20.00. from their web page;
"Front Bed Panels Adapter Flange This angle may be used to convert from a steel floor to a wood floor. This is used with the original front bed panel for conversions since the wood floor front bed panel is taller than the panel for the steel floor. This part is welded on to the existing panel. It can also be used to repair rusted panels. This part is not necessary if purchasing a new front bed panel."

Chevy Duty also has that same part for conversion from steel to wood for the header panel.
