Red face temp gauge ?

I just rebuilt the gauge cluster in my 52 Chevy pickup and noticed that the temp gauge reads hot all the time. While I was putting the gauge in the housing the tube in the back of it came out. The tube was empty so I just put it back in. Was there supposed to be some liquid in there? I would think that even if there was supposed to be the gauge would still show cold.
